Since his queen cannot reposition to the kingside he brings his queen-knight over to the kingside. This move also stops the intended ... Nb4 because of 13. Nxf6+, when Black must breach his kingside with 13. ... gxf6. A passive move such as 12. Be3 defending the pawn is not in the spirit of this position.
